I Put a Spell on You(Quest issue) : Fallout: New Vegas

Hi
I've faced with a problem while "I Put a Spell on You" quest.
In this quest I need a key for control tower and as I read in wiki,Carrie Boyd expected to give key to control tower to me,but she doesn't.
I've just installed new patch but this bug stands still.
Please guide me how to solve this bug or finish this using cheat.I also tried GetQuestCompleted command , but I don't know how should I use this command properly.

Pickpocket Hsu, He has a password or something for a Control Tower or something like that.

Did you actually talk to Carrie about the tower, yet?

yes,I talked to her.Now,each time I try to talk to her,she only says : Let's finish this up,then we can talk

If you're willing to cheat your way through, then simply unlock the relevant locked door. Open console, click door, type unlock and press enter.

Pickpocket curtis,and you'll have the key to control tower.
