My understanding is that if you hear the conversation and run straight to the train you can successfully disarm it. Can't verify it personally, however. Curtis noticed me immediately upon entering the building (with silent running and no line of sight...) He gave up looking for me on the stairwell and just sat there, so I killed him and returned to Hsu. At this point, Hsu gets suspicious and tells you to check out the monorail. I think the monorail is supposed to take off as soon as you enter the area if you talk to Hsu first. The problem is that sometimes it doesn't trigger right away. I had saved right before I entered, so I tried this several times and could find no rhyme or reason to it. Sometimes you hear the "train departing" message as soon as the area loads. If you don't hear it, and you can manage enter the tram you can deactivate the bomb (to no effect, though it falsely triggers a successful quest marker) and it won't depart until you leave the tram. At this point it should depart immediately, as it should have to begin with. Hope that is helpful in solving this little mystery. The upside is, of course, that you can still finish the quest, and the tram wasn't packed full of orphans or puppy dogs, so all's well that ends well.
