I think gamesas will think outside of the box enough to put any concern like this to rest from the start. I'm not claiming to have the answer - so I'll post later today while I brainstorm about it, but even in our minds, far from its release, we should suggest things that won't make it feel or even BE like every other MMO out there. We should all think outside of the box for hopefully what will be the greatest thing ever to grace our internet connections.
Take no offense, that's all that's out there at the moment, but for now, what about this? This is an idea I've had for as far as back as I can remember, since the first time I got ganked by some restless, malcontent loser on a PVP server in a certain most famous MMO that shall remain nameless - we'll call it The Arts and Crafts of War for now.
Call me extremely old fashioned but I honestly think it's kind of cool to be destroyed by some mysterious higher level character - because no matter how you slice, it's a look into what's to come. I always check out their armor, the sounds of their weapons/abilities, and generally everything. Even if I'm destroyed by someone, if it was awesome looking and sounding, and clearly a glimpse into my future (not that I would do that), then I sit back, dead, and think "awesome". That being said, if it happens for 3 hours straight, because, as stated earlier, the person or persons is a malcontent, pathetic loser that is angsty or mad at something that happened in his day, and will now take it out on other people who are just wanting to have fun, I usually, inevitably, get extremely pissed off at the developers for allowing this to be possible. Infact, one time in The Arts and Crafts of War, I got corpse camped for a little over 3 hours. I'm not exaggerating. I seriously just wanted to be on my merry, and go quest. I wasn't even looking for revenge. Well, I WAS, and I got it twice, but they called in some other person that was level capped and geared appropriately, and they just camped me. For 3 hours. I literally couldn't get on with the game I was paying for because of these two pieces of brahmin crap. /brokennessbythedevelopers.
SO, what could be a way around this? I think it'd be cool if they put a PVP "filter" of sorts integrated into the entire game that would gauge two things: 1) the intended level of a particular zone with regards to the level of a player entering it. 2) The level of another player. What I mean by #1, if a zone was 16-20, then every player, say, 10 levels up and higher would be affected by what I'm about to suggest. When the player enters the zone they can engage in players of any level in that zone for a period of time but will be un"flagged" eventually, effectively turning off their ability to further engage players that are 10 levels below them.
Let's be honest, there are very very few reasons a player is going to be revisiting/visiting a zone that's much lower level than they are - and the two most prominent that stand out to me are: going back because the zone has much aesthetic value to them and, to go raid the zone and kill lower level players. Raiding, I think, will be both essential and inevitable to the atmosphere of Fallout, but, like you stated, it would be stupid if 5 people in power armor came and destroyed you - and camped you. I think what I suggested would both allow raiding to be possible (even if it was meant for RP purposes) but not ruin the game for others.
And to elaborate on the second aspect of the PVP "filter" would be, all players would be able to engage all players of appropriate levels both below and above their current level - and in spirit of a PVP server, will not be able to be "unflagged" for any reason towards those players.
