This bug is occuring as of the new micro update. The following are the conditions for me.

I must be outside, i.e., not in a building. Cities have this problem as well.
The quest must be outside. This means it is simply an arrow, and not just an arrow in a doorway.

The simple arrow will not show up on the compass or above the quest (again, while outside). This makes it very difficult to find people, or, more importantly, objects. For instance, in a wolf den, under some weeds, was a box containing a whole bunch of mead. Of this mead, I only need one bottle of it. Needless to say, it took a good five minutes to find the damn thing. Now, that's not that bad, but as this is happening with all of my quests, I don't know how much longer I can take it.

P.S. I did a search and didn't find anyone with this problem. Am I the first?

Try delselecting the quest, and setting another one active, go to your map. Exit out to the game again, reset the quest you REALLY want to do as active. Should reset the quest arrow. Should.....

Sadly, this did not work. Although it did reset the arrows on the map, it did nothing for the compass/world. I probably should have clarified... The map works fine. It's the compass/world that does not.
