I think I have found another broken quest (my apologies to Bethesda if it isn't): I can't become thane of Falkreach.

The jarl tells me that I must help his people, and I have a quest showing 2 out of 3 deeds done. But I can't find a third to do!

So far, I have killed the bandits the jarl told me about. I have recovered the letter from Lod. I have done the werewolf quest (the chap in Falkreach prison). I have killed the vampire Vighar. I have reunited Barbas with his master. I've even sold vegetables to the farmer!

But I am still stuck on 2/3 and I have got any more quests to do to help the people of Falkreach. Am I missing something or is it a bug?
