I talked to Reyes and didn't start the quest the first time we spoke, now I talk to her and accept the quest I get the instructions and holo tape but the quest doesn't appear in my Pip Boy. I tried to talk to a radio operator in another camp and so not get the dialog for the quaset. How do I start this quest?

If you got the holotape with the updates, that should have started the quest. If you have a save prior to that just restart the dialog.
