Question about a creature i had never seen : V

Not sure if it is a spoiler or not, but i have 200+++ hours and had never seen the headless horseman riding. Now, after the update and a new character and game, i have seen him twice, cant kill him, and he does no damage, just rides by real fast. Is there a quest for him or is it a easter egg??

I tried to follow him once, but he was too fast for me. Couldn't keep up, not sure if he was leading anywhere or not.

He's an easter egg. Get on a horse and follow him, it's pretty fun to see where he takes you.

Oh, never bothered follwing him before, always just waved! I can summon an Ethereal Horse so I'll make legs after him next time!
