I've been playing for awhile and recently reached new vegas and am about 23+ hours in but I have reasons for wanting to restart, I was wondering if I should start over or am I close enough to the end where I should just finish it out and make my changes on the next play through

Compared to how I played, that's about one third done (and I didn't get even close to finishing all the sidequests in my first run -- so there was still much much more stuff to do). You haven't done any major decisions yet, so it is fairly safe to start over. Keep in mind though, there is likely a bunch of things still that you've already done which affect the ending.

My first playthrough was about 75 hours so you should be fin restarting.
