Question about Perks.

Hi, everyone!
Even from the beginning of the game, my idea was to explore the whole world, find all locations and then step onto the main quest and finish the game. So i did. With this method, i began to level up quickly until i catch the 30 level, which is maxim until Dead Money comes. The problem is, i don`t have all the perks unlocked! Even those which require 20 level are not all unlocked and this i noticed all the way in game while i was rising my cap,
This and IF is it a problem, i have it in Fallout 3 too. A lot of perk simply don`t unlock themselves and i repeat, i am at 30 level.
Does anyone know why? I am sure even with the Dead Money`s 5 levels, those perks will never unlock. And when you think i did not start with the main quest yet.
So... why and there is a way to unlock them? :)

What???

All the perks have some sort of requirement. You can't unlock perks if you don't meet the requirements.

What XanEdu said. Every perk as requirements other then just being at that level. To learn what those requirements are all you have to do is look at the description of the perk. It will tell you what is needed to unlock it.

About the only thing you can do, is either hope that the five levels with Dead Money give you enough skill points to 'unlock' the perks you were after, or start a new character with an emphasis on the skills/stats required for the perks you are after.
Although having said that, depending on what the perks you are wanting are this could result in your character ending up as a Jack Of All Trades, Master of None archetype.

Stubs, thanks for the info...
I was so stupid to not looking at the requirements of the perks... i didn`t believe they exist at all. :)
Maybe i will play the game again in time...
