Im going to start off by apologizing for my tech ignorance. Based on the dev interviews and commentaries I read pre - release SD claimed that using "netvars" they could adjust things such as the dmg, reload time and bullet spread of weapons to the amount of time required to hack, defuse, etc without needing to implement a patch.
The ability to tweak these things on the fly was really intriguing to me, just wondering why this doesnt seem to be the case.
