Question about the peace treaty and jarls

I gave Dawnstar and Winterhold to the Empire, and Markarth to the Stormcloaks (a nice spin considering the Empire exchanged Markarth and Falkreath for Riften my first time through).

If I reclaim Markarth for the Empire, does Igmund become Jarl again? I was wondering because he made me Thane literally 15 minutes before the negotiations, and I liked him. Don't they go to Solitude if they're forced to step down?



Also, is there any way to negotiate the treaty without giving Markarth to the Stormcloaks? And is it possible to fail to negotiate a truce? If so, what happens?

This is really interesting. I am getting ready to negotiate my first treaty. I wonder if there is a way to get solitude for the stormcloaks?

No, you can't get Solitude lol. That's the Imperial HQ.

From what I've figured out, the cities that can switch sides are Dawnstar, Winterhold, Riften, Falkreath, and Markarth.
