A question about the Radiant Story system and dropped weapon

So I was reading about the Radiant Story system, and I read this quote from OXM:
"Carelessly drop an axe in a forest during an afternoon's bear-slaying, for instance, and a merchant chum might retrieve it for you later..."
Now, my question is: If you drop a weapon in a forest or similar area, does it get retrived by an NPC so you can find it later? If it is a powerful weapon, say an enchanted and named Daedric Bow, does it affect who retrieves it?

Happens all the time for me. Usually when I'm changing Hordes of Iron Ore into Silver Ore, every Silver Ore I drop gets returned by some random NPC I did a favor for. The only instance of an NPC attacking me after I drop a weapon was Sven, but I couldn't reproduce the result after a dozen or so tries, so I assume it was just an odd glitch or something.

Radiant Story and Radiant AI has so much potential, but it has to be shackled to prevent the game from literally destroying itself. This was even the case in Oblivion.
