I know it doesn't have as much speed as one handed but can it be effective if leveled and the right perks are chosen mostly throughout my time of playing skyrim ive used one handed and just wanted to try something new

The speed won't increase, but the damage is far greater.

Yes, absolutely.
And your chances to despicable your enemies are greater too.
Greatsword to slice your enemy.
Battleaxe to break their shield.
And Warhammer to crush their armour.

So far I have played two 2-Handed characters (one Light Armor, one Heavy Armor), one dual-wield character and one mage. For me, the two 2-Handed characters were far easier to play than either the dual-wield or mage characters. In fact I'm planning to make another one very soon.
