Vampires can't revive health, magicka, or stamina in the sun. But if i just made an enchantment to revive those so much faster will they be revived? Also how much percent do they have to be set at. Also vampires should be able to revive during the day as long as there in the dark. It wouldnt be that hard to implement.

Yes, you can overcome the lack of regeneration; the percentage can be any, but your stat will only regenerate at that percent (base regeneration is technically 100%, right? Being a vampire makes that -100% in the day -- with me so far? So anything greater than your base makes that your regen rate; 100% + 50% - 100% = 50%).
