I've been doing small jobs to try and move up in the guild and bring it back to its greatness and I've already done the 3 special jobs in Whiterun, Windhelm and Markath but I have never had a small job in Solitude, I've quit and gone back asking for jobs but I have never got a small job for Solitude, I have completed the Stormcloaks storyline and captured Solitude if that makes any difference. Help?

check the quests under vex and delvin. there are a couple where you go to solitude.

I've had jobs in Solitude, so they do exist.

Just keep asking for jobs, they'll come up eventually. As Stuntie said, it's all random, so it just takes a bit of time. The real challenge is getting jobs in Markarth. But it seems like Markarth is just bugged, period, looking at the number of threads talking about issues there. Thing is, it's possible, just keep at it.

Gotta just be random. My level 6 thief has done 1/2 of the jobs in Solitude, the rest divided evenly across Markarth, Whiterun and Windhelm.

Just keep quiting and taking jobs until Solitude comes up bleep is random and no issues happens other than they gripe like lil [censored]es lol...
