Is the loot better at higher levels like on Oblivion? Does certain armor and weapons come out when you hit a certain lvl? I know on oblivion you had to hit a certain lvl before getting some items.

Yeah from what i've come across you get better loot at higher levels

same here higher levels definitely = better loot. and the same goes for what merchants sell. but what i have seen is that better armor weapons have less of a chance to drop now. You dont find too many bandits wearing daedric armor anymore.
