quick karma question

Hey sorry for the noob question. I get the faction side of the game, as in some like you some will dislike you based on your actions, but I havent (even in searches) seen much on karma effects in this game. In fallout 3 it was either good or bad and effected how you were perceived in the world or what skills were available to you. My question is in New Vegas does karma act the same in that it is a global perception or is karma changes related only to the faction you were involved with.

(basicly I was wondering and went by a powder gang tent. I went in the tent and took what I could find. when I would take anything I was told I was losing karma. I just don't know if that meant only karma standing with that gang or if everyone would now begin to view me as a thief.)

Karma is pretty much meaningless. Maybe it effects whether or not peasants are scared of you, I can't say, but reputation is more important.
