it's my first time, just doing the side quests, and sticking to whiterun, so do i need to be a certain level for this to start? the only rumors i have been told, is about joining companions, she hasnt given me the one about the Jarls son, and talking to voices. I pretty much did the main quest, so this was broken for me earlier.
