quick smithing quetion : V - Skyrim

quick smithing quetion

I am at 93 for smithing, I have the dawnbreaker, it says 1 ebony to upgrade, but when I try it say I lack the skill. its at Exquisite. Any help?

Do you have the arcane smithing perk? its in the middle of the tree.

Plus, Dawnbreaker is missing it's upgrade entry. Without a mod, you just can't improve it very far.
