You could try shooting destruction spells at people.

Molest shadowmere with flames?

Summon something and then kill it with destruction magic. Rinse and repeat.

Would it work if i summoned a flame atronarch and used flame spells against it, also will using a higher level destruction spell level me faster?

Flame atronachs are immune to fire. Using higher level spells level a skill faster.

It's possible to put a destruction spell in one hand and a calm spell in the other, and shoot them at a bear or something. The destruction hits just before the calm. When the bear is about to die, you heal it. This raises three skills at once.

I leveled mine by using a game flaw. In the first part of the companions questline you will be asked to hit some dude with a weapon of any kind. He can't die and he won't attack as long as you attack him with something other than a weapon. I used this to get alteration up as well. He constantly changes from combat to non-combat so you can spam your most powerful spell on his then rest an hour. Rinse and repeat.

This is the best way i've found as you have access from level 1.

OP, go out and hit some dungeons, forts, camp, redoubts... doesn't matter if you did them all, the enemies will have respawned in most by now.

Get out there and show those bandits what a fireball tastes like!
