I found this skill book. i am not a big reader myself but wow fantastic. There is 2 questions that i need answering well maybe three. Help from a mod would be nice for these questions as well.

1. What is the author referring to in this text - Argonians, like the http://www.uesp.net/wiki/Lore:Dreugh, appear to be a semi-aquatic troglophile form of humans, though it is by no means clear whether the Argonians should be classified with dreugh, men, mer, or (in this author's opinion), certain tree-dwelling lizards in http://www.uesp.net/wiki/Lore:Black_Marsh

2. In the book it mentions sixual activity through magickal assistance ". Certainly, there have been cases of intercourse between these "races," generally in the nature of [censored] or magickal seduction" . How come books can talk about how magic is used in these ways but still no such magic seems to exist?

I understand certain things shouldn't be in a title of this caliber but.... if the creators of SKYRIM write a book that talks about the usage of magic in such a way then surely some questions should be raised??

I'm not sure what the question is. Are you asking about the dreugh, or about the tree lizards? Or something else?

Spells we can use in the game are just a fraction of all magic in Tamriel. Design decisions have nothing to do with the lore; the player can't magically seduce anyone, but it doesn't mean such magic doesn't exist. It's most probably a part of the Illusion school; I think even a simple Calm spell could be used in this case.
Don't confuse in-game content with the lore.

Well in previous titles there were two magical effects called Command and Charm... they could certainly be used for that purpose I suppose. Like most fun magic and utility, these spells were hedged out in Skyrim. Note that this book is from Morrowind or perhaps sooner. (I remember reading it in Morrowind but never played TES I or II.)

No idea about the magic. The Argonians though, you have to remember you only get to meet the humanoid ones, as with the Khajiit, not the quadrupeds of the same race. Argonians have different forms depending on how many 'licks of the Hist 'they have, just as Khajiit morphology is tied to the Lunar lattice. Argonians also lay eggs in Black Marsh but are ovoviviparous when living in other provinces. No wonder the author of a book on them is basically clueless.

The game still has Calm and Muffled-magic. How creepy. Clayaikeninvisible and all that.

Well I guess some devs had a chuckle while writing it (some of these books date back to daggerfall)

I mean just have a look at the daggerfall version of The Real Barenziah part 4 (which is equivalent to The real Barenziah v2 in Morrowind/Oblivion/Skyrim, except a certain "temple censored" passage)

It just proves she's a Mary Sue. Find the dev's interview; the "official" account that comes with the real barenziah is basically the dev after taking a breather and thinking, "Whoah. Maybe I should mod in something legit."

What kind of questions? "Why isn't Tamriel Teletubbyland?", perhaps?
The TES series has contained mature themes since it's inception. There are references to sixual violence, slavery, drugs, child-murder and what have you in the game, and THIS is surprising? Perhaps you missed the fact that it's a M-rated game? (Wherever the ratings apply)

Besides, with fiction, there has always been a separation of what a character says and what the writer considers to be "good, proper, or acceptable". That's why it's called "fiction". The fact that Tamriel might have sixual deviants of all flavors doesn't mean that someone at gamesas is bent that way. There's also the principle of "Unreliable Narrator", which means that the fictional people writing the books in TES games might just have been completely wrong about the things they write in the books. Again, through the magic of "fiction".

In-game characters trying to explain away game mechanics, sometimes with incomprehensible technobabble. It's quite charming, really

Laboratory-style magic probably isn't very helpful for adventuring, since it probably involves rituals and magic circles and such.
