This is what RAGE plays like for me. I have put 8+ hours into trying configs and "fixes". I have tried all 5 driver updates since launch. Before 11.10v3 no textures would even load for me. I'm done with this game. And here is my super-ragin' "threat" from the video:

Deer Season is coming up at the end of this month here in Pennsylvania. If this game is not fixed by the time I go to deer camp next month then I will upload a lovely video of this game being using for target practice for you all to see.

I built this computer. I think I know how to operate one.

And I'm not going to buy extremely out-dated consoles that use 5 year old hardware.

Honestly, the xbox looks better even with its outdated tech, why? becouse the consoles are more efficiant with what they have, the graphics on the xbox look sharper brighter and clearer. Im no pc hater, used to be a pc gamer back in the days, was smart enough to know it was , pardon my french "merde" and made the move to the console, ive never looked back.

You may have hardware/software problems. My pc is older than yours - AMD 64 x2 4800+(2.5) 4 gb ddr2 800 and Sapphire HD3850 pcie 512 and RAGE runs perfect 30+ fps with large textures. This engine is x2 faster from Brink english s***. I can't play with this pc Brink but RAGE is perfect.(no freezes, no crashes, no bugs)
If you have time run 3D Mark 06 test and post your results. I have 8700 points.(this test is D3D but...)
The good thing is always to format c: disk before install new windows. no cfg-s for RAGE. if you change many drivers versions and you can't format/install new windows try to uninstall drivers normal and again in safe mode with driver sweeper program.
create and 2 dirs for cache :

WINDOWS 7 => (C:/)/Users/YourName/AppData/Local/id software/rage

WINDOWS XP => Documents and Settings\userid\Local Settings\Application Data\id Software\rage

I use win 7 x64 and catalyst 11.10 official

Not doubting you or anything but you've got me extremely curious.

If you've got a "AMD Phenom II x3 715 @2.8GHz" tri-core. How do you go and unlock the 4th core? Is there software people can download or bios flash or something that does that?

And why did AMD lock the 4th core to begin with?
