Yes, including the orc who wants you to kill him (in an honorable fight) because he's getting to old and feels useless. Various couriers that give you notes, and also the 3-men assassination teams (Thalmor) and the single assassin (Dark Brotherhood) who try to kill you for various reasons.

There's also a mercenary who tries talking to you and I think give you a quest but I haven't had time to do that lol; various hunters; the headless ghost riding a horse around Helgen, and others.
