randomly generated thugs and essentially annoying npcs

so I played a thief, first run through. stole everything in sight.

3 hired thugs come after me.....and I find out the because I stole in riverwood, Dorthe the unkillable child sent a hit squad. ok, kids should not be able to hire a hit squad. that is so not likely. look how hard it was for aretino in a big city.


second play through, I play a mage. steal very rarely. only high dollar stuff that I happen along, and petty gems. so I stole some in mistveil.

and 3 hired thugs come hired by jarl laila. the jarl? thugs? stupid. she would have sent GUARDS. or maybe undercover guards. or maybe just an adventurere cause SHE IS A JARL.

so the circumstances are bad enough.

but she is unkillable.

how annoying is it that you can't kill someone who sent a hit team after you.

does that sound like Role play friendly? It should be a big deal to kill a jarl, but II think anyone who sends assasins/thugs should be marked non essential instantly.

What causes them to give up the hunt? I too played a their and had thugs on my tail early game. I had to run everytime because they were just too powerful. They eventually stopped coming and I never encountered them for 40+ levels the rest of the game.
