The problem with mods like these aren't usually that they lack potential... it's usually that they lack modders.
I find that quest and faction mods are easily the two most -lacking- varieties... largely because they require a great deal of high-quality work, with consistent understandings of what is and is not going to be happening within the scope of the project. I, myself, would love to help out with a project like this. I'm more than capable of constructing locations and such for the player to explore... and I am fairly decent when it comes to dialogue.
I would even be willing to do some voice-acting, had my headset microphone not given up the ghost.
Still... I love this idea. The first thing I did in Fallout 2, nine times out of ten, was run down to San Fran and join the Rangers.
