Spoiler
You can't really interact with him and AFAIK there is no quest associated with him. I've heard speculation that he's meant to be the ghost of Ragnar the Red, who rode to Rorikstead and lost his head there. The event was immortalized in a song you may hear someday if you come across a bard who sings it.

You can follow him if you like, he appears and rides all over the place seemingly at random. However if the chest and draugr you are referring to are in an old outdoor graveyard somewhere on the tundra west or northwest of Whiterun, between there and Rorikstead, you may already be in the place where you would end up if you followed him long enough.

I have seen him all over and only followed him once, and it seemed like that's where he ended up and then he disappeared. You may have been there just when he was returning from one of his rides, or maybe he spawns there and then rides around and returns and you just happened to be there when he spawned.

be careful out there...

some say he gallops across the wastelands of the tundra at the dead of night...searching for something.... or someone.

as he gallops away across the pitch dark lands, he is the only thing iluminating his path ahead like the lost soul he is...

hush talks, and whispers are mentioned around local inn's but no one dares to see him.

some say that if he finds you, he will only want one thing from you... and that is your head, so that he can find his way back to sovngarde

But all we know is: He's called the ghost Stig!

Sorry, I couldn't resist making a Top Gear reference....

I've only encountered him once or twice, and I couldn't keep up with him. My girlfriend encountered him...chasing his own ghost horse. We don't know how it happened, but he got dismounted somehow, his horse took off, and he chased after it. It was sad, really. Poor guy must have panicked and lost his head in all the excitement. No, wait....

There's also an other ghost, an ancient Nord, in Kjenstag Ruins, Hjaalmarch. If you follow him, whenever you find him, he will lead you to where he is buried along with a minor loot (the only cool thing is the Staff of Magelight). After that he will disappear and there's no quest connected to him, just a hint to find some nice free items.

I usually see him in the country between Whiterun and Rorikstead, and sometimes further east up where the road north from Whiterun runs into the Pale, but I have also encountered him as far away as the road between Dragonbridge and Solitude. That gave me quite a shock as I always assumed he was local to the tundra. Oh and I saw him in the Reach once too, on the road that runs roughly east/west from there into Whiterun hold.

Apparently there's a ghost sabrecat roaming around as well. I've seen it, and I've seen it mentioned several times on these forums.

there is a ghost sabre cat, a ghost bear and a crab I think. There is a quest line you can take for a hunter and his young son to kill certain spirits. While its been quite some time since I did this quest (only once with my first character last Nov) I know I killed the sabre cat before getting the quest to.
