Took me hours and hours to find the answer.

rUIMistMenu_AmbientYNegRGB=0,0,0
rUIMistMenu_AmbientXPosRGB=0,0,0
rUIMistMenu_AmbientXNegRGB=0,0,0
Remove those lines from your INI.
Since you are here you may or may not have noticed the Map is messed up. But I can help with that also...
Fix map uglies:
fMapMenuOverlaySnowScale=0.0000
fMapMenuOverlayScale=0.0000
fMapMenuOverlayScale=0.0000
Have fun playing. I am trying to Do both ...test the INI and Play...lol
EDIT: 2/25/2012 as this keeps getting dragged up from the Depths..If you have the Red logo..the Fixes still work, the problem now is that Bethesda changed the save path for the Generated INI. it is NOW saved in the "DATA" folder. Another oddity is that it can assume the name of one of your mods, (usually last loading mod). it will still have the INI extension so is easy to find...look for a INI file that is around 41k in size. You can have more then one INI file now, the game will read the one in the DATA directory, along with the one in the My docs folder. You can either edit out the offending lines and use the monster INI , or just delete it.
I am STILL using the monster INI file ..
I Play 8 - 15 hour sessions...
