Does it still work if you're blocking with a shield or 2 handed weapon? like if I block a sword strike with a battleaxe does it still have the 10% chance to reflect? or only when it hits raw un-shielded armour. I'm decided weather to get it with a berserker 2 handed orc and need help deciding whether to get the perk. This knowledge hinges the decision :s

I think the blow would likely have to hit your armor for that perk to apply. Can't say for sure, though.
