Well there is no armor called Reilly's Rangers, there is no folders called rileysranger which they are called in Fallout 3. If you know where the meshes and textures are, and where it is in the GECK...let me know ;)

Yes i have made several armor textures to military cammo greenish, but so have others to...you can find a lot of the at Nexus.
