Repair : Fallout: New Vegas

I'm looking for someone to repair my armor and weapons. I heard theres a man at the Mojave Outpost with a repair of 100 but cannot find him. Does anyone know where he is or if there is anyone else I could find?

It is the first guy you'll see at the mojave outpost inside the HQ...major Knight. Neat sort of side note if you have the confirmed bachelor perk you can talk him into free repairs for life.

I wonder if the Black Widow perk will give the same. That also makes Jury-rigging less important.

It does not. He only swings 1 way. At least I didn't get any options with Black Widow.
