Restoration and Blocking

So i've been playing a paladin kind of class, but i got two questions.

First is there a good way (spell) to raise restoration? compared to all the other skill i focus on restoration is falling behinde with a lot and i need some tips to get it up to par.

Also is there a bug with arrow blocking perk in the blocking tree? Since i have gotten it i still take dmg from arrows, even if i stand just a few meter with the archer right in front of me and blocking I still take full dmg from the arrow. The perk say that blocking an arrow will caus you to take no dmg at all. So what's up with that?

Use things like turn undead in draugr ruins and wards to help. Defensive magic will always fall behind offensive magic when levelling due to the fact that you aren't going to need defence when fighting rats n stuff whereas you need offensive spells against every enemy to kill them.

Restoration only counts towards leveling if you do something with the spell. So, you have to be down on health before you cast it to get any skill progress. Casting on your fully healthed character does nothing beyond a light show.

As for blocking arrows, they never seem to take much of my health, so I ignore them. Nothing a brief sprint up to the archer to put a blade in his belly won't fix.

Healing spells only give you experience when you are actually wounded. Casting it at full health won't do anything. Much like Destruction spells must be cast at a target. You could also try Turn Undead and Wards.

For Deflect Arrows, I think it only works when the arrow hits the shield itself. If it gets around or over/under the shield and strikes your body, it wont do anything. Personally, I dual wield, so I don't use shields and can't say for sure.

Use Equilibrium in one hand and a healing spell on the other. Cast Equilibrium until your health pool is nearly depleted and then cast Healing to refil. Now cast Equilibrium to consume health and consume your health. Keep doing that and your restoration and alteration will level up pretty fast.

Save often as equilibrium could kill you if you somehow forget to stop casting once your health is low.

Besides using it in fights a lot, go to the blocked gate at high hrothgar, where the wind damages you. Then just sit there and heal.

If you are looking for a way to spam up resoration a good way is to get the grand healing spell that restores 200 of health to anyone close to the healer. Find someone to fight, let yourself take some damage, lay some damage on him, then heal you both. Repeat.

Regarding the blocking, see Nitron's comment above.
