[Help] Restoring Energy weapons

I want to restore energy weapons to the way they were in FO2, by making them impossible to find up until you reach Novac and ammo only available in large enough quantities from the van graffs and the brotherhood. Although I'd also like to have the crimson caravan, ncr armorer carry a bit as well as the guy who runs that shop in the dinosaur. That way if you destroy the van graffs and the brotherhood you still have a few sources of ammo. I was think or removing their reliance on critical hits and setting modifiers back down to 1 and instead modify ammo to bypass DT completely. This would also be accompanied by a reduction in damage across the board. Overall, they should not be available until Novac and not totally usable as a primary weapons until say level 10-15 ish. My main problem is that I'm not exactly sure how to edit vendor inventories. I also don't know how much would be considered "balanced."
