Reunification of Skyrim bugged?

I'm trying to speak to legate Rikke and I'm getting nothing back, just random silly questions that you can ask which have nothing to do with any quests so it doesn't look like I can complete the quest.

Any ideas?

Try going off and doing another quest before you go to finish that one... But Reunification of Skyrim actually takes the rest of the questline to finish so you may not be done with it yet... *Possible Spoiler* The quest will remain active until you either take down windhelm or solitude in the final quest of that questline... *Possible Spoiler*

It's telling me I need to regain Winterhold but the nothing happens when i speak to the npc. I've done another quest and gone back but it's the same thing.

Any other ideas?

Guys/girls, help please as this is the only quest line I wanted to follow but it seems I can't get it done. It's sort of putting me off the game.

I've heard that you need to Fus Ro Dah Rikke from her tent, then calm everyone and talk to her. If you are Imperial, this is easier for you.

But I'm not sure. You've talked to Tullius I presume?

But I'm not sure. You've talked to Tullius I presume?

She has the icon above her head so talking to her isn't a problem so I'm not quite sure what pushing her outside the tent will do (I tried it, it changes nothing).

This is really starting to piss me off now, my game has stalled as I can't finish this quest. Does anybody have any idea what I'm supposed to do or how I can fix this, or do I have to stop playing the game?

Edit - Well I've googled the problem and I've found a few other people that have had the same problem who recieved no help so I guess thats it then, my game is ruined. What a shockingly bad game breaking bug. I'm finding it hard to believe that there seems to be very little help for such a massively [censored] up.

I really hope they will fix this in the january announced patches,

The only way to skip it is using "setstage cwobj 255", but this command will complete the whole reunification of skyrim questline, putting an end to the civil war.
All the other stages are not recognized by the console sadly :(

I went way back and did a load of quests again but it's still bugged.

So thats it then, our games are ruined, and we MIGHT get a fix for it in January? Seriously, What a piece of [censored] game. I've never had the misfortune to play a game where one of the main quest lines was bugged, that is until now. How the hell does that slip through Q&A.

Edit - Christ, I'm so bloody annoyed at this I'm going to edit my own post again just to have a moan. What an epic [censored] fail! We're now just supposed to accept this and move on? Ever feel like you've been shafted? How about some word from a mod or something, or Bethesda rep because this utter utter [censored].

It's not really in my nature to pay £50 for something thats broken, then chill and move on, as I'm sure you can tell. I think I'm enitled to £50 worth of ranting, which is quite a lot.

Edit - Actually, make that £40 worth of ranting, which is still quite a lot.

It happen to me too. After numerous attempt at trying to kill Legate Rikke for pending my promotion from Tribune to a Legate, I gave up and decided to kill the emperor himself and finished the Dark brotherhood quest line first. The quest is still bugged and Her AI does not reset with prid & disable enable commands in console. She can't be made non-essential either nor can any of the named officers in the CW quests. Moving her in console just creates duplicates. Don't know what Betheseda's done here, but there seems to be serious programing or scripting issues with the game. I might finish the main quest line first then come back to this or start another character and go the Ulfric way to get the last CW achievement.

I had the same problem.
For me, the missing dialogue topic turned up when I clicked her other topics.
You can try that, but I may just have been very lucky.

I've tried everything so far with no avail. Although the purification and ridding myself of the werewolf curse in the companion quest line worked after patch 1.2, so maybe this will get fixed in patch 1.4.

Okay, so having done three rounds of contracts for Nazeer of the Dark brotherhood, decided go back and give it another go, and after two attempts at starting a conversation with Legate Rikke, she finally decides to end the war once & for all & showed me the dialogue option to proceed.

I'm just doing loads of other stuff now and hopefully I'll go back to it one day and it will work. So far though, nothings worked.

It seems that the entire questline is pretty much broken for almost everyone on the forum and you are extremely lucky to have gotten as far as you did....

I had the same problem too but alls I did was just travel to just south of Windhelm and Tullis and the Liggate were there and the quest proceeded as normal.

Nothing works for me. I too am finding it hard to play anymore with this bug sitting in the way of a major quest line.
