I am unable on PC to get the Ocular Crystal aligned and therefore cannot complete the Quest. I have tried everything I can find on internet with no Love. Any Suggestions or Recommendations?

If you haven't doner it already, talk to the mage in the room with you. He'll give you more info.

I have spoken to Him repeatedly and he always says the same think over and over. I placed the Crystal but cannot focus it to advance. HELP

The seconfd time I spoke to him when doing that quest he told me that I needed to heat and/or cool the crystal to align it properly.

In my case I only had to heat it. Used Flames until the beams of light lined up in the rings. Then you can adjust the mirrors.

That part took me so long to figure out.

He actually tells you that you need to use fire and ice spells on the way to the Occulary if you pay attention to him when you're walking and talking.

But I guess that isn't really any help now.
