This is just a suggestion so please let me know if you think it would be viable and if it would be a better system than the current one.

You shouldn't gain 1 perk per level to spend as you please, instead you should have challenges which you must complete for an individual perk. For e.g. To gain the zoom skill in archery you must kill 50 opponents from a range of 50 m or more. (this is just an example).

The perks would still be arranged in trees and you must unlock the previous perk before you progress onto the next one.

This would have no effect on skill progression this is merely for perks.
I know this system has some problems (lock picking). But that could be done by how long it takes to open a lock or how many picks you use.

This system could be used for future elder scrolls games and it could add longevity to character development if the challenges for each perk are relatively difficult.
Opinions?Additional ideas?
