Screenshot is messed up. Need some help with it, Please?

I am confused! I took this http://i1224.photobucket.com/albums/ee378/jhallard/sample.jpg this morning and I noticed all of the ripples on my main character. (http://i1224.photobucket.com/albums/ee378/jhallard/sample.jpg.) Somehow I don’t think they are shadows?!? But, then again, I could be wrong. I just need some clarification? My AMD HD Radeon 6850 video setting in-game is set at 1920 x 1080 as is my monitor’s (HP 2310m) screen resolution. The thing is I have never seen this before. In all of the screenshots that I have taken with DAO and FNV!?! Have I done something wrong? I would appreciate some assistance. Thank you.

This is an image that I just uploaded to http://i1224.photobucket.com/albums/ee378/jhallard/Solona1.jpg, from Dragon Age Origins. The difference is significant. Both games have identical settings, as far as my video card is concerned.

Shadows in skyrim are broken.
CPU generated and they are blocky and buggy.

Is there any way to correct that issue? In addition, I was in a Barrow just moments ago andhttp://i1224.photobucket.com/albums/ee378/jhallard/sample1.jpg. I have my game settings at "high": along with my Antialiasing and Anisoptropic filtering set at 8. Could this also be an issue?
