Just like it says in the title.

It would be really good if you could select the skill start numbers at character creation. This would mean you could select the race you want to play and the skill focus just like we did in Obivion.

It would mean that if I really wanted to play an orc thief then I wouldn't have to spend ages levelling the skills I wanted to focus on.
