Served Cold and Ravyn Imyan

Spoilers for Dragonborn and The Thieves Guild Questline...

After playing Served Cold I had a question that popped into my mind. In Served Cold, you fight a few members of the Morag Tong, however in The Thieves Guild Questline, Ravyn Imyan states that the Tong has disbanded. Have they re-formed, or are these few just remnants of a dying organization?

They seemed active enough to me, sods sent an assassin after Braggen for being part of the some illegal group. I forget the precise wording of the note retrieved from the body, Braggen is with the Dark brotherhood. I was not impressed. I want a chance to personally wipe them out now.

Braggen is one of aussie's character's. She has 3, IIRC, the latest being an Orc.

I questioned the same thing. We should have had the option to ask him about the writ of execution and kill him if he becomes hostile. This was a real miss for Beth not to include something.

I keep getting Writs of Execution taken out on me, but a Listener does no die so easily.

I've almost killed enough Morag Tong assassins that people will start questioning me about possible War Crimes... pretty much every time Sorin turns around, there's another Morag Tong waiting for his/her turn to die.

Same here. I walked across Solstheim looking for the random encounter with the flying wizard, but only find the pathetic excuses for assassins. How many could there be?

How do you activate this encounter? I've beaten every quest in the dlc and have never gotten it.

Edit: Is it because my character isn't in the Dark Brotherhood?
