Shadow Issue

I have been having an issue with shadows for quite some time now where most of the time my shadows will look terrible (http://steamcommunity.com/id/76561198042323828/screenshot/468610298923314825?tab=public), yet at a specific angle they look quite a bit better (http://steamcommunity.com/id/76561198042323828/screenshot/468610298923307613/?tab=public). Any thoughts on what could be causing this? My shadows are set to 'Ultra' and I have not fiddled with them in SkyrimPrefs.ini.

In the SkyrimPrefs.ini change the values to the ones below:

iBlurDeferredShadowMask=6
fInteriorShadowDistance=3000.0000
fShadowDistance=3000.0000
iShadowMapResolution=4096
iShadowMaskQuarter=4

I'm not sure I could play with a shadow distance of 3000, I used to before I got a new computer and the pop in it was painful to look at. Would you happen to know why that one angle shows what I assume to be the proper resolution for Ultra shadows yet all other angles are terribly blocky?

Its skyrim, you can adjust ini setting to help but the creation engine is just a fail. Its funny how the shadows in oblivion were much better. Ive heard they were fake, but i think I would rather have fake shadows that don't look like ass.
