check where you first got him. if not he may be dead. If your on the PC you should be able to use the console to place yourself where ever he may be

is the bug still present where occassionally Shadowmere won't fast travel with you, causeing you to have to go find her manually before you can ride her again?

I lost Shadowmere somewhere in Skyrim. He used to just appear with me if I fast-traveled to another place, but after a while he didn't anymore. Didn't get killed. I tried going back to the pool outside the first Sanctuary but he wasn't there, nor at the Dawnstar. How can I get him back?

Shadowmere can die, and may have died at some point that you fast traveled to, but will respawn. He respawns where he died. If you are on PC, you can use moveto (don't use placeatme), in the console.
player.moveto 0009ccd8

*Warning* moveto has been reported to mess up stuff in your future gameplay. Make a hard save before doing this, if you want to risk it.

You must be female. :P

He respawns where he died.
This.
Many people have lost him because they can't find that spot. I'm a bit nervous every time I emerge from a dungeon that some random encounter has killed him.

You must be female.

Lol. It always bothered me that Shadowmere was obviously male in Oblivion, and Lucien was just a clueless putz who called him 'she'... Glad Beth fixed that oversight for Skyrim. :P

As much as I'm a horsey person in RL, Shadowmere annoys me and I wish he would just go away. I miss the first person riding animation, and better riding style from Oblivion. Oddly, it's the thing I miss most from Oblivion. I don't fast travel very much when doing stuff I'm absorbed in, so Shadowmere mostly stays in the stables at Riften, thankfully.

There's also another way to pull Shadowmere to you using the console, but I think moving the player to him might work better.

...obviously male...
:o Hey now!

The only thing that really annoys me about the horses is that they insist on fighting. :o At least Shadowmere is more hardy than the purchased ones. Well, also, I guess I wish they were a little faster in their normal movement mode. :P

Shadowmere is just as annoying as Lydia was for getting in my way when I wanted to hit something... and you know where Lydia ended up...

Anyone know where Shadowmere will be for the time after he dies, but before he reapawns? I think I could be tempted to investigate this further. :P
