I'm playing with the version 1.3.10 of Skyrim and I have a problem with the quest regarding Sadr's debt.
I took the quest the first time, but i refused to help Shadr. I talked to him again and I accepted the quest, so I experienced the "Shappire bug" (which is this one: "Sometimes the player cannot talk to Sapphire after accepting the quest from Shadr. She will just continue to say "I have no business with you". There is currently no known fix. However, this may be caused by originally not offering to help Shadr, then changing your mind and accepting the quest the second time. In one case, reloading a game saved prior to speaking with Shadr and offering to help avoided the issue; Edit:You can get around Sapphire's bug by using the following two commands on her addfac 19809 1, setrelationshiprank player 4 then wearing the Amulet of Mara; this will force a dialog with her then you can find the dialog option to complete the bugged quest; this method can be used to fix similar bugs like the one with Illia.").

Ok, i solved the problem as explained above, then returned to Shadr to take the reward, but he keeps telling me "I cannot speak now" over and over, so i can't end the quest.

Someone can help me?

if you have a save from before you did the console command that's what I'd recommend. even better if you have a previous save from when you first talked to shadr and rejected the quest. it sounds like you're in a spot where the quest will now continue to bug because it was bugged before.

I also tried the command "resetquest freeform riften22" but nothing happened.

There's another strange thing, Shappire doesn't move anymore from the bridge where i talked to her the last time. I tried to wait for 5 days but she doesnt move from here.
