Shahvee marriage issues : V

I've been trying to marry Shahvee (the female argonian in the windhelm docks) but I can't sem to get her quest. I have done the family sword quest for the red-guard, completed blood on ice, but she STILL refes to say anything but shes happy.

All I can suggest is to do more quests for people in Windhelm. Try helping the other Argonian and one of the shopkeepers.
