I did....but this isn't relevant to the Pelagius quest, unless there are more than one quests of Sheogorath.

That is insanely awesome, but how did you deduce that??? Is there a date on the book? What is the name of the book anyways I seem to have missed that one.

There are actually 3 books and they were added back in shivering isles.

Because the player-character of the Shivering Isles became Sheogorath. It wasn't an immediate transformation, but you assumed the mantle of the Mad God, and that means everything that was your character is now no longer, and all that's left is Madness. Madness is Sheogorath. And Sheogorath likes appearing as an irish man.
