I repaired him, haven't made him my Companion yet and after speaking to Nash about restoring law and order I got an "optional" quest message about reprogramming him to be Sheriff.
I don't see any way of doing this when I talk to E-DE though.... do I just need a higher Science level... it's at 40 now, I think?

:facepalm: you didn't read it right, you can reprogram the protectron inside the Vicky and Vance casino to become sheriff, not ED-E.
