Even sense the game relesed the shine of talos has been bugged , it gives you 0% less cooldown on shouts.
Would beth update this soon?

Same goes with the blade's Perk that gives you 25% more dmg vs dragons. Beth make awesome games but they are lazy to fix bugges.

The effect actually works, apparently, it's just the message saying "0%" that's bugged.

What is the efect then? Because it says 0% I don't bother using it.

I think maybe it's around 20%? Maybe? Can't remember, but I take it whenever I remember to.

Yeah it's around 20 or 25% I think. And the 25% damage vs dragons does also work apparently but just doesn't show in your active effects menu. Same as the effect from getting the 24 stones - doesn't say you got it but that one certainty works.

it reduces by 20%. so you can get a max. of 40% cdr
