I'll vote for "when it's done". Also, they can't do a simultaneous release unless they want to delay the PC version and whichever console gets validation first. PC has little to no validation that needs done for it to be released, but Sony and Microsoft do it, so to have some versions being delayed from when they could be released would just be crap.

they should wait until the patch is finished, release it, see if it works, then release the DLC on july 19 like it was stated to.

When its done its done but my guess is it will be out a week before the dlc is released. Might release the trailer at the same time to.
