shouting in dungeons

I just got a "letter from a friend" for shouting in a nordic ruin (the courier got to me in the first town I got to after I left the ruin it happened in). Is this a bug, or is it supposed to happen? (ie I thought it only happened for shouting in towns.

Nah it is suppose to happen. I have a few of these 'letters from a friend' too from just going about my business. It is just a reminder for the main quest.

Right, but I got one from shouting in a nordic ruin, not a town.

You can get them from shouting anywhere. I've gotten one from shouting in my own house.

Without actually spoiling anything (I haven't finished the game yet) - that is, I don't want specific detail - do we ever learn who was sending those letters? I've completed the MQ far enough that I might have the answer. . .

One such "letter from a friend", in the main quest, turns out to be from Delphine in Riverwood, which you find out after completing the "Horn of Jurgen Windcaller" quest fairly early in the MQ. It's not clear if you are supposed to assume all the other letters from "a friend" are also supposed to be from her, or not.

Not true, I havnt even killed a dragon or learned to shout yet and I've received several letters from the messengers, I think it's just the radiant quest system in action

Letters from a friend don't remind you of the main quest, they tell you where to find shouts.

She's revealed to you, but she might be afraid the letters might get intercepted, and is keeping them anonymous to protect both her and you? The Thalmor, I'm sure, would not hesitate to intercept messages.

I got one from shouting just outside an imperial camp. That's even how it was worded.
