No skill increase from reading the Importance of Where

Just on my most recent playthrough, this book is no longer providing a bump to my onehanded skill. I don't have any mods except the official high-res texture packs and the unofficial patch, but I had those on my last playthrough. I have tried removing and adding the book anew with the console. I have tried going to Chillfurrow Farm and reading the copy therein directly. I have tried changing the mod load order. I have tried playing without any of the aforementioned mods loaded. Nothing. I get no skill bump and the game doesn't recognize that I have read a skill book (my "skill books read" stat doesn't change). I seem to remember something like this with Lord Jornibret's Last Dance on my very first playthrough shortly after the game was first released, but it only happened then and never again, so I assume it was fixed with a patch.

Is there a way I can fix this so that I not only get my skill increase, but also so that the game recognizes that I got it from reading a skill book (i.e., I know I can just use the console to increase my ability score (incpcs onehanded), but I want my total number of skill books read to be accurate (again, the game doesn't count it as being read))?

Are you sure you haven't already read that skill book on this character? no matter how many copies you find you'll never benefit from "Importance of Where" more than once per character.

Yeah. I collect them (unread using a follower to pick them up), check them off a list, and read them in groups (depending on what I'm doing skill training/leveling-wise).

Here's the weird part: I figured out how to "fix"(?) part of my problem. I was able to use the console command "incpcs onehanded" while the book was open in my inventory and the command increased my skill and the game counted it as a skill book read. Sounds like a "win," right? BUT, it's like the glitch skipped. Now, Words and Philosophy is "broken" - it didn't work on my heavy armor skill and I had to use the aforementioned technique again. So, it's like, I have a fix for this (yea!) but clearly something is amiss in my Skyrim at the moment.
