I found out earlier that if you start a new game and either dress up as an NCR guy and use the monorail or get 2000 bottle caps from the atomic wrangler or wherever and go through the gate, Then Victor will come up to you and say Mr House wants to talk to you. Then you've just skipped half of the quest's...
