Its a mod very similar to the one called TESVAL, in fact Skyboost is based on TESVAL but with a diferent aproach on language and with a little bit extra funcions added to the original code.
Their primary function is to add some X86 optimizations to the Skyrim engine, that bethesda seemed to "forget" to add, while removing some redundant operations in the vanilla code that were adding extra CPU consumption. Its more noticeable in cities or places with a lot of CPU bottenecks, generaly places with a lot of NPCs and AI scripts going round.
Both TESVAL and Skyboost work realy well in the vast majority of cases tested by the comunity, can range from 2FPS up to 20 depending on system.
TESVAL requires you to have SKSE installed, Skyboost doesnt require anything else than its instalation.
In my personal case, Skyboost is 1-2 FPS faster, but TESVAL provides a more "smooth" screen movement, even in zones i have constant 60FPS, TESVAL just seems a little bit more stable in my system, while Skyboost is a liitle more "jumpy" in FPS fluctuations. Just test both, but not both at the same time.
